[globalsouthdata] Paper Announcement: Mapping Concepts in the BRICS AI Declaration

Dear colleagues,
I would like to share a new paper developed by members of the Global South
Alliance <https://globalsouthalliance.net/>. This study was conducted
within the Alliance’s BRICS Working Group and provides a brief discursive
analysis of AI governance.
We mapped the main concepts present in the *2025 BRICS Leaders’ Statement
on Global Governance of Artificial Intelligence* and compared them with
documents from UNESCO, the UN, the G20, and other international AI
governance processes, identifying convergences, shifts, and gaps that help
anticipate the directions of global governance. The analysis points to the
emergence of an agenda in which digital sovereignty, data governance,
international cooperation, technical standards, sustainability, and
addressing discriminatory biases are no longer treated as isolated issues,
but instead form part of a *broader vision of technological autonomy and
development.*
*The paper also puts forward a set of policy recommendations grounded in
the findings of the analysis,* aimed at informing ongoing discussions on
global AI governance.
